On April 25, 2002, WOCEMET found that a few files WTEC.980517001v200, WTEC.980518001v200, 
WTEC.980711001v200, WTEC.980712001v200 (both .nc and .asc) had TS (sea temperature) values at 99.99 degree C.  It was determined that these values were misinterpreted missing values and were updated to -9999 and their flags were changed to Z flags to stay consistent with WOCEMET philosophy about missing data values (see QC Handbook).
